Agenda 21 - Part IV, The Plan, Continued

Please read the previous posts prior to get up-to-date with Agenda 21 - we stopped in the middle of The Plan and in the middle of Biodiversity - lets continue.

Biodiversity (Continued):

The Convention on Biological Diversity Treaty has never been ratified by the US Senate.  However, the land management agencies of the "Presidents Council on Sustainable Development" are already changing policy to conform to the policies of the treaty.   Not only that, but many of the upper level spots in government began to be filled by those who had been working outside of government in organizations (Non-Government Organizations - NGO's) that had directly or indirectly worked on these UN policies.  Some of those are:

Bruce Babbit who was the former head of the League of Conservation Voters; became the Secretary of the Interior under Clinton created by Secretarial Order the National Biological Survey (NBS), avoiding Congressional oversight and property rights protection amendments.  The NBS was the first step toward the Wildlands Project.

George Frampton who was the former head of the Wilderness Society was brought in to head up the Fish and Wildlife Service.

Brooks Yeager was the former VP of Government Relations for the National Audubon Society and was made Director of Policy Analysis for the Department of Interior (Audubon Society & Nature Conservancy helped fund the Wildlands Project).

Rafe Pomerance the former Senior Associate for the Policy Affairs World Resource Institute (WRI) was made the Deputy Assistant Secretary of State for Environment, Health & Natural Resource.

Thomas Lovejoy formerly of the World Wide Fund for Nature served as the Scientific Adviser at the Department of Interior.

Jessica Tuchman Mathews was made the Deputy Undersecretary of State for Global Affairs and had held the position of VP for WRI.

Gustane Speth, was Co-founder of Natural Resources Defense Council; Founder and  President for WRI; Chaired the US task force on international development and environmental security which produced the report "Partnership for Sustainable Development: A New US Agenda" and then served as Administrator of the UN Development Program and Chair of the UN Development Group.

David Gardner worked at the Sierra Club for 15 years and then joined the EPA as the Assistant Administrator for Policy, Planning and Evaluation and as Senior Representative to the Presidents Council on Sustainable Development.

John Leshy worked for the Natural Resources Defense Council; was the Associate Solicitor for Energy & Resources; was the Solicitor of Interior under Bruce Babbit.

The above list is only a few of those who were on the outside creating and promoting these policies that had been moved inside the government with the authority to now enforce their plan, without anyone knowing.  We had these players in NGO's that populated the Executive Branch of the government creating grants that went back to the NGO's so they could lobby Congress to pass legislation and then if they didn't or it wasn't the way they liked it they could sue through the judiciary to get the public policy accomplished as they wanted and thus have it enforced upon an unsuspecting public.

ICUN (International Union for the Conservation of Nature):

This is a French organization, now headquartered in Switzerland, that is the forerunner that has brought us all the environmentalism we have today, albeit not necessarily in its radical form we currently see.  It was formed in 1948 and as such is the oldest and largest global environmental network - it has over 1,000 government and NGO member organizations, with almost 11,000 volunteer scientists in more then 160 countries.

Genealogy:
ICUN created in 1948
World Wildlife Fund created in 1961 (Parent - ICUN)
World Resources Institute created in 1982 (Parent - WWF-USA)

UN Publications:
"Our Common Future" - 1987 (ICUN)
"Conserving the World's Biological Diversity" - 1990 (ICUN, WRI, UNEP)
"Caring for the Earth: Strategy for Sustainable Living" - 1991 (IUCN, WWF, UNED)
"Agenda 21" - 1992 (ICUN)
"Global Biodiversity Strategy" - 1992 (ICUN, WRI, UNEP)
"Global Biodiversity Assessment" - 1995 (ICUN)

What do all these publications that impact our current US policy have in common, they are ICUN funded.  In fact, every policy document and UN Treaty has been developed by or in consultation with the ICUN.  The US government is highly involved with the ICUN as well.  We spend $519,000 in dues each year with the them.

Government departments participating include:

Department of State
Department of Commerce
Agency of International Development
Department of Agriculture - Forest Service
Department of Interior - Fish & Wildlife Service
Department of Interior - National Park Service
Environmental Protection Agency

There are also 72 US NGO's that are members as well, they include:

The Nature Conservancy
National Audubon Society
World Resources Institute
World Wildlife Fund - USA
Sierra Club
UN Foundations
National Wildlife Federation

As you can see, these policies are quite involved and under the radar of the average American.  They also have been very effective in slowly nudging the American people to a false belief that usurping ones Constitutional rights of private property, freedom and liberty in pursuit of ones own dreams is a priority. The graph below lays out the interaction that affects us all.  Government Agencies, the IUCN and NGO's all interact with the UN.  Besides the direct interaction with the UN, IUCN and NGO's our government agencies also interact with the Executive and Legislative branches of our government while the NGO's not only interact with our government agencies and the IUCN they also interact with the Legislative and Judicial branches lobbying and suing government to ensure its implementation.  This obviously incestuous relationship is a dangerous one.  Who is watching out for the people?

So now you know how the principals of Agenda 21 have permeated US society without any discussion or debate.  "This is the NEW collaborative decision process..." as outlined in Sustainable America, statement #8 that has resulted in arbitrary urban growth boundaries; unjust "enrichment" taxes; devaluation of private property; severe restriction on land use; and government allocation of natural resources.  Welcome to the new world order.

Next time we will sum up where we are and what we need to do. Until then, have a great day.
